Yes, the fans are straight stitches. I marked V's with the Samples templates, and then eyeballed the 5 stitches. Afterward, I drew the curvy line from the templates and stitched over them.
I didn't think of the fairies bending over, but with your description, it's easy to see!
I love the Carole Samples' inspired stitch combinations! The fans with the curved line down the middle is especially beautiful. And what a nice white flower motif, too!
